Cement on bricks

So I'm moving in to a house built probably in the early 1900s. It looks really sweet but it needs some restoration work and upgrades. While inspecting, I noticed the previous owners added cement to the brick foundation. I found that at the back, the cement has fallen off, but on the sides, it's pretty intact. How do you remove cement without damaging the bricks?
