Client's paved steps keep coming loose

Has anyone found a specific type of adhesive or epoxy that works best for bonding pavers directly to concrete? I have a client who owns a business, and for years now, he has called me back to repair the same paver steps out front because they keep coming loose. Even though I did not install them in the first place, I have been using regular landscape adhesive for what seems like a simple fix, but every year, they pop off again. The base underneath is solid concrete and I would think that concrete would give us great adhesion, but clearly, that is the main problem here. I need a much stronger and more permanent solution for this ongoing issue and I am starting to think that I should switch to something completely different, maybe a two-part construction epoxy instead of the landscaping glue.
 
You might want to consider getting a Loctite PL 500 Landscape Block & Stone Construction Adhesive. I have used this brand and it works best for me. I know that there are other products available in the market.
