Foundation woes: cinder block vs. poured foundation

running into a bit of a problem with a foundation project and could use some advice. Originally planned to go with cinder block, but now I'm wondering if I should just pour the foundation instead. The site has some slight settling issues, and I'm worried about long term durability. so i just need insights, like are there specific issues with cinder block foundations that I should be considering? or would pouring the foundation be overkill for a relatively small structure?
 
if you think that setting will be an issue you can pur the foundation. Sure it could be an overkill but it will set your mind at ease and know that it will hold

What's the size and purpose of this structure? For me to help I would like to know all the details so I can better give you something. I'm really dumb without those specifics.
