Workers' comp for a small masonry business

My wife runs a small masonry company and we are having a very hard time getting approved for workers' compensation insurance. It seems like a lot of carriers are hesitant to cover us and we are not sure what the main issue is. Masonry work involves risk but we follow all safety guidelines. It is frustrating because we need this coverage to operate legally and protect our employees. Has anyone else who owns a small masonry or construction business dealt with insurance problem?
 
What state? What type of masonry business do you run, and how many years have you been running it? You need to find a local insurance representative and look specifically for one who has construction insurance experience. Most likely you'll have to pay the first year.
